The members of the Confederation of Estonian Employers are influential Estonian employers united by the belief that the most important prerequisite for a prosperous society is a functioning and free economy. We believe that a working person, competitive entrepreneurship and flexible working relationships are the cornerstones of social well-being.
Since 1917, we have been the voice of employers in their relations with the state and trade unions. What sets us apart from other business organisations is our strength – we focus on the big picture and evidence-based analysis in the development of the Estonian business environment, valuing labour market relations and the quality of the workforce.
We are the only nationally recognised social partner in our dealings with government and employee representative organisations.
Every four years, we publish our vision and concrete proposals in the Employers’ Manifesto, which has become an important input to the election manifestos of the political parties. The weight of these proposals is illustrated by the fact that more than half of our recommendations have found their way into government agreements and have thus directly influenced the development of the Estonian economic space.

Hando Sutter will lead the Estonian Employers’ Confederation team from October 2024. He will represent the interests of the Confederation’s members in various organisations and will provide clarification on legislation and the business environment.
Hando Sutter has worked as a senior executive for more than 30 years and has led companies such as Eesti Energia, Nord Pool Spot, Olympic Entertainment Group and others. He has also been a member of the Employers’ Confederation’s council and chaired the Confederation’s education working group for several years.

Membership fee
Membership of the Estonian Employers “Confederation is open to all employers and employers” associations acting as legal entities.
The membership fee to the employer is 0.1% of the labour costs.
The membership fee to a professional association is 0.025% of the sum of the labour costs of its members.
The minimum membership fee is €1,000 and the maximum is €9,000.
The amount of the membership fee is set for the financial year of the Employers’ Confederation (1 April – 31 March).
The membership fee is payable in four equal instalments by the first day of each quarter on the basis of an invoice.
